2024 Lincoln 4 th of July Celebration Volunteer Briefing

General volunteer information:

• Volunteer parking will be in the lot by swimming pool and playground. At the entrance, the
Gatekeeper will check to see if your name is on the volunteer list and direct you where to park.
• You will check in for your shift inside the McBean Pavilion (please arrive at least 15 minutes before your assigned shift) to get instructions, a lanyard, a radio if wanted, and your volunteer t-shirt! After your shift is over, please check out at the McBean Pavilion building &; return your radio if necessary.
• Stay hydrated, wear sunscreen and a hat, feel free to grab water and Gatorade whenever you need one (these are provided), maybe grab one for a security officer as well!
• If you’ve signed up for an evening shift, please bring a flashlight and/or headlamp so you can see after the sun goes down. Glowsticks are also helpful if you have some.
• All volunteers will be assigned a lead. There will be many leads in the areas where volunteers will be assigned (and they will be easily recognizable). Each lead will have a radio; communication is key.
• If you need a break during your shift, just let a lead know before you go and let them know when you get back.
• COMMUNICATION IS KEY! If anything/anyone gives you cause for concern, calmly let your lead, a security officer, or a nearby police officer know. We would rather be proactive than reactive. Try not to draw any attention to yourself.
• The park will be zoned off into sections with bike rack barricades. The sections will be named to make locations easy to identify. Make sure you are aware of what section you are in, and how the sections are numbered in general. We will have maps available that you can keep with you.
• You have signed up for one or more specific roles in the park, but everyone will be also tasked with observing and monitoring the crowd.
• Any important or urgent announcements will come from main stage including CODE ADAM.
– Missing children (Code Adam): If you come across a child who can’t find their parents: keep the child in your sight. Most of the time, the parents will be in the vicinity, so stay with the child and look around the immediate area. If you still can’t find the parents, use your radio to call a lead or security/police officer and they will take the child to the Information Booth. If a parent can’t find their child: get a picture and description, find a lead to radio out. Find out where they lost the child, go to that area and try to locate the child. Let your lead know which section you’ll be looking in. If you hear of a lost child (a “Code Adam,” where the child isn’t just temporarily missing—we have looked and been unable to find him/her), listen to your radio, or stage announcement for a description. Move towards the perimeter of
the park and watch everyone that’s moving out to make sure the child does not leave the park.
• The streets around the park will be closed off starting at 7am (you will be able to enter the parking lot through East Ave next to the fire station). We need to keep pedestrians out of the street. Emergency vehicles will need to have the roads clear for ingress and egress in case of an emergency!
• Setting off any type of firework(s) is NOT allowed in the park or any of the parking lots. Notify a lead immediately if you see anyone setting them off.
• Dogs on leash are allowed in the park, but will be asked to leave if they are aggressive or being
destructive. Dog waste should also be picked up and taken care of by their owner. If you see any issues
with a dog/pet, please notify a lead.
• There will be four Lincoln Police Officers and 1 Lieutenant, along with 8 armed security officers. Keep in Mind: YOU Are Our Eyes and Ears inside the Park!
We don’t want you to act as a paid security officer would: you don’t need to physically engage with or confront anyone or jeopardize your own personal safety
On top of the task you’ve signed up for, we would like volunteers to be our eyes and ears in the park, and make sure all aisles and lanes remain clear, especially in case of an emergency.
In handling: – Intoxicated Individuals: don’t deal with them, just be polite, watch and observe, notify a lead and, if bad enough, our security officers or LPD will step in. Report any type of violent or inappropriate conduct
IMMEDIATELY!
– Fights: DO NOT try to break things up unless you are specifically trained to do so, just keep people away from the area and notify a lead, security officer or a Lincoln PD Officer. Who was the aggressor?
– Medical Emergency: Try to get as much information from the patient as possible. Introduce yourself and ask things like “what’s your name? How do you feel? Where does it hurt?” Has this has happened before? Try to keep them talking and so that you can convey as much information as possible when
medical arrives. EMT and the Fire Department will be very close by and will have clear access to all the sections in the park through our FIRE lanes. For any minor cuts or scrapes, the Lincoln 4 th of July Main
Tent will have basic first aid supplies including gloves, disinfectant, band aids and fluids for dehydration.
If there is a question as to whether someone needs professional medical treatment, contact a lead or a Lincoln PD Officer, and they will make the call.
If the problem is heat related, get the patient a bottle of water or Gatorade, tell them to sip it slowly, and find them a cool place in the shade to sit or lay down.

If the patient is having a seizure, keep people a safe distance away and turn the patient on his/her side in case of vomiting.
Active shooter: FIND A SAFE PLACE TO HIDE AWAY FROM DANGER.
Find cover behind cars, trees, walls or anything that is hard enough to stop a bullet/projectiles.
Call 911 if safe to do so and give the dispatcher a detailed description of the shooter IF POSSIBLE.
Evacuate if safe to do so. Get behind buildings. Instruct others to do the same and take people with you if you can. Volunteers shouldn’t move towards the fight, just try to help as many crowd members as you can and follow instructions given by the Police Officers.

 

– Miscellaneous:

During the show, be aware of where the burning ash is falling and which section it is landing in. You may need to get medical over to that area. If you see a firework shell that hasn’t exploded, try to get people as far away as possible from it. Direct Officers or the pyrotechnics personnel to where it is. During the show, watch out for people that aren’t looking up but instead are looking around them. These people may be looking to commit crimes including theft while people are distracted.

 

– General Evacuation Plan:

If possible, wait for Lincoln PD to make an announcement over the PA system on which way to go.
– Volunteers are expected to stay and get people moving in the right direction. If you need to turn and run, take as many people with you as possible.
– Basic Safety: Please keep people away from pyrotechnic launch area, out of the dog and former skate park area. Many attendees live in the neighborhoods adjacent to the park; these people will naturally start to run home. Let them go to their homes unless they are running directly toward the threat.
If you hear instructions coming from LPD, it is an emergency and they need you to respond quickly and calmly. Please be aware of your surroundings at all times, and lets work together to watch out for each other throughout the course of the day! Thank you so much for being part of this celebration.
